Community source-linked OpenClaw code plugin for Neura Relay preflight governance. It registers one tool, neura_relay_preflight_action, that converts a proposed local action into refs-only Action Card data and requests a Relay Decision Receipt before developer/runtime-owned execution. It does not execute downstream actions, persist private payloads, issue tokens, or change OpenClaw/ClawHub state. Network access is only for the developer-configured Neura Relay endpoint used to return the decision record.
